The same governance applies whether intelligence runs through an approved external model, a private cloud, client-controlled infrastructure, or a future hybrid configuration.

An agent’s authority is explicit: observe, recommend, draft, execute with approval, or perform narrowly defined low-risk actions under documented rules.
Agents receive only the data access, tools, and system permissions necessary for their approved role.
Material agent actions and the path to consequential outcomes should be attributable and reviewable.
Client separation, data classification, approved providers, write destinations, and privacy requirements are designed into the system.
When information is missing, confidence is low, policy conflicts, or consequences exceed authority, the system should involve a person rather than guess.
Appropriate Authority
Authority depends on consequence, reversibility, confidence, data sensitivity, and firm policy. Broad autonomous authority is not a normal Sunrise deployment target.

Intelligence Infrastructure
Sunrise designs its intelligence layer so workflows do not have to remain permanently coupled to one provider. Deployment choices should follow capability, privacy, client policy, reliability, and economics.
Use capable external models when the data policy, client requirements, performance, and economics allow it.
The architecture is designed to support private cloud or client-controlled processing where business or security requirements warrant it.
Different approved workloads may use different deployment classes. A private-only workload must stop rather than silently fall back to a public provider.
